7 - Chapter 7: When Academia Meets Reality – On Flexibility, Resilience, and Crises | Dr. Carmit Rappaport

Our guest in this episode is Dr. Carmit Rapaport.
Carmit is a senior lecturer at the School of Environmental Sciences at the University of Haifa, head of the master’s program in Disaster Management and Emergency Situations, and the academic director of Elements Academy – our new crisis management academy currently being established in collaboration with the University of Haifa.

In a fascinating conversation, we explored the tension—but also the essential integration—between theoretical research and the dynamic, real-world practice of crisis management as it unfolds in public, governmental, and private organizations.
We discussed the importance of developing flexible business continuity plans that serve, on one hand, as a strategic anchor for the organization, and on the other, allow it to adapt to an ever-changing reality.

Among other topics, we analyzed examples of national crisis management and field scenarios: from Memorial Day wildfires, to evacuation challenges during the Swords of Iron war, to future scenarios like earthquakes or the climate crisis and their implications for national and organizational preparedness.
How should organizations prepare? How do they recover while still in motion? And what key insights emerge from the latest research in emergency management?

We covered tools for building resilience, the importance of ongoing training even in the absence of an available leadership team, and the critical role of integrating knowledge, processes, and a flexible organizational culture.
Ultimately, theory builds understanding, practice builds capability—and only through their integration can a true foundation for organizational resilience be established.

So how do you apply theoretical knowledge about crisis management when everything around you is on fire?

6 - Chapter 6: 99% Identification Under Fire | Col. (Res.) Avner Cohen

Our guest in this episode is Colonel (Res.) Avner Cohen – Chief of Staff of the IDF Chief Military Rabbinate, who led the identification and handling efforts for the victims of the brutal terrorist attack that occurred on October 7, as well as the ongoing identification processes throughout the advanced stages of the Swords of Iron war.

Out of complete chaos, at the "Shura" base of the Military Rabbinate, a unique and unprecedented system was established—the first of its kind in Israel—which succeeded in identifying over 1,000 victims with a level of accuracy unmatched anywhere in the world.
In this particularly powerful episode, he shares with us where he was when October 7 began, how the decision was made to set up the National Casualty Collection Point (Terach) specifically at the "Shura" base, and how one copes with the unimaginable challenge of mass identification of civilians, soldiers, police officers, security personnel, and terrorists—all while maintaining composure, professionalism, sensitivity, and extraordinary dedication.

We also spoke about crisis event management in the role of incident commander, about inter-organizational coordination, about initiative and accountability, about leadership and command—and about the set of factors that enabled achieving 99% identification of the casualties in the shortest time span in global history.
This unprecedented accomplishment—compared to other mass-casualty terror events worldwide, including 9/11—casts an important and fascinating spotlight on the decision-making and management processes of the IDF Chief Rabbinate during the most severe crisis Israel has faced since its establishment.

A powerful episode offering rare insights into leadership, management, courage, and the spirit of commanders.
