Hezi Kugler is a partner in Yossi Levy, Adv. where he heads the firm’s projects
finance & infrastructures practice and focuses on investments in Israel and
internationally. He is former Director General of Israel’s Ministry of National Infrastructures, Energy & Water and has developed a number of projects in the energy sector in Israel over the past decade. Hezi is expert in the defence
industrial sector, having served in a number of positions in the field including

Assistant to the General Counsel of Israel’s Ministry of Defense, General Counsel to companies in the Tadiran – Elisra (now Elbit) Group, and counsel to leading defence companies in Israel and overseas particularly from the United States. He is a lecturer and commentator on Israeli public and government affairs and is closely familiar with procurement procedures, rules and regulations at the national level. Hezi has served on a number of boards of directors including as chairman and continues to act in that capacity in ongoing business ventures.
