A word from the editor
Overall, the month of March 2023 saw several developments in the field of Homeland Security, including discussions on mutual security cooperation, modernization of the DHS, and a rise in the lethality of terrorist attacks. Additionally, a ransomware attack on a Canadian engineering giant and the promotion of a new Director of the Governor's Office of Homeland Security were also reported. The Global Terrorism Index (GTI) revealed that terrorist attacks are more deadly, with 26% more people dying in each incident - the first rise in lethality in five years. After substantial increase in terrorism activity between 2016 and 2019, progress has plateaued with both attacks and deaths remaining roughly the same.
